When it comes to themes that follow all the Theme Guidelines, the first name that comes to mind is the WordPress’s default Twenty Ten Theme. Obviously because it has been developed by the people who made WordPress. Now Twenty Theme can be a perfect starter theme for themers and developers to extend. And fortunately, some designers and developers have created some awesome Child Themes based on Twenty Ten. Here I will try to list all of them[if possible].
